What does this charge mean?

This statute requires the Department of Children's Services to create a system of performance measures and rewards for institutions, foster homes, group homes, and other providers who care for children. These measures should encourage providers to use graduated responses (starting with less restrictive options), evidence-based programs that are proven to work, and plan for children to complete programs successfully in three to six months.
