What does this charge mean?

It is illegal to commit any act of terrorism in Tennessee, meaning any act intended to intimidate civilians or coerce the government through violence or threats. This is a Class A felony punishable by 15-60 years in prison and/or a fine up to $50,000; however, if the terrorist act results in someone's death, the person must be prosecuted for first-degree murder instead.

(a) It is an offense for any person to commit an act of terrorism in this state. (A) Intimidate or coerce a civilian population. See Tennessee Code 39-13-803Person: includes the singular and the plural and means and includes any individual, firm, partnership, copartnership, association, corporation, governmental subdivision or agency, or other organization or other legal entity, or any agent or servant thereof. See Tennessee Code 39-11-106State: when applied to the different parts of the United States, includes the District of Columbia and the several territories of the United States. See Tennessee Code 1-3-105(b) (1) An act of terrorism is a Class A felony. (2) If the act of terrorism results in the loss of human life, the defendant shall be prosecuted and sentenced for first degree murder, under § 39-13-202, rather than under this section.
