What does this charge mean?

This statute makes it illegal to possess parts of explosives (like fuses, detonators, or wiring) when you intend to make an explosive device. This is a Class A misdemeanor, punishable by up to 11 months and 29 days in jail and/or a fine up to $2,500. However, this doesn't apply to legally-owned explosive components used for target shooting by people 18 or older.

(a) A person commits an offense who unlawfully possesses any component part of an explosive including, but not limited to, a fuse cap, detonator or wiring, with the intent to produce or manufacture an explosive device. (b) A violation of this section is a Class A misdemeanor. (c) This section shall not apply to a component part of an explosive solely intended to be used in creating an exploding target for use in lawful sporting activity, when the part is possessed by a person eighteen (18) years of age or older.
