What does this charge mean?

It is illegal to tie, attach, or place signs, banners, posters, or advertisements on government-owned fences or barriers along interstate highways. Violations are Class C misdemeanors punishable by up to 30 days in jail and/or up to $50 in fines.

(a) It is an offense to tie, attach or otherwise place any sign, sheet, board, poster, banner, advertisement, or other similar item on any fence or barrier that borders an interstate highway if the fence or barrier was constructed or is owned by a governmental entity.
