Department of agriculture encouraged to study effects of sale and distribution of vapor products to persons under 21

This statute encourages (but does not require) the Department of Agriculture to study how selling vapor products to young people under 21 affects them and to make recommendations to the legislature on reducing such sales. This is a request for study, not a criminal prohibition.
