What does this charge mean?

The offense is inciting or urging three or more people to create or participate in a riot through words or actions. This is a Class A misdemeanor punishable by up to 11 months and 29 days in jail and/or a fine up to $2,500, and the defendant must pay for any property damage caused.

(a) A person commits an offense who incites or urges three (3) or more persons to create or engage in a riot. (b) A violation of this section is a Class A misdemeanor. In any sentence imposed for a violation of this section, the court shall include an order of restitution for any property damage or loss incurred as a result of the offense.
