What does this charge mean?
It is illegal to invest in, finance, own, control, supervise, manage, or participate in a gambling enterprise (an operation where two or more people are regularly engaged in promoting gambling). This targets organized gambling operations rather than individual gamblers. Violation is a Class E felony punishable by 1 to 6 years in prison and a fine up to $3,000.

(a) A person commits an offense who knowingly invests in, finances, owns, controls, supervises, manages or participates in a gambling enterprise. (b) For purposes of this section, “gambling enterprise” means two (2) or more persons regularly engaged in gambling promotion as defined in § 39-17-503. (c) The offense of aggravated gambling promotion is a Class E felony.
