What does this charge mean?

This statute requires that all grand jury proceedings (except when jurors are deliberating or voting) be recorded word-for-word by a stenographer (court reporter). If the recording accidentally fails to capture part of the proceedings, it does not invalidate the case. The district attorney keeps control of all recordings, notes, and transcripts unless a judge orders otherwise.
