What does this charge mean?
The time allowances in the prior two sections only apply in courts of record (formal courts that keep complete records). A defendant can waive these time requirements and agree to a faster trial. These time requirements do not apply if the defendant pleads guilty.

(c) This section and §§ 40-14-105 and 40-14-106 do not apply to persons entering a plea of guilty.
