What does this charge mean?
This statute says that when someone files a habeas corpus petition (a legal request to challenge wrongful imprisonment) or other special writs, the court must check if that person can afford an attorney, and if they cannot, the court must appoint one for free. It applies the same rules for determining who qualifies as poor to these special legal proceedings as apply to regular criminal cases.
