What does this charge mean?

The arrest warrant must include the defendant's name (or if unknown, any name describing them), the offense either by its name or clearly described, the county where it was issued, and the magistrate's name and initials. The warrant must also include a copy of the original complaint statement.

(a) The warrant should specify the name of the defendant, but if it is unknown to the magistrate, the defendant may be designated in the warrant by any name.
