This is the "Identity Theft Victims' Rights Act of 2004." It makes it illegal to knowingly obtain, possess, buy, or use another person's personal identifying information (like their name, Social Security number, etc.) without their permission with intent to commit fraud, obtain credit or services in their name, or illegally obtain prescription medications.
