It is illegal to hide from or run away from a police officer you know is trying to arrest you, or to flee in a vehicle when signaled to stop by a police officer. Kidnapping is false imprisonment (unlawfully confining someone) under circumstances where the victim faces substantial risk of bodily injury. Punishment ranges from 3 to 15 years in prison and up to $10,000 in fines.
